Achievements of the Ministry Of Education, Science And Technology

  • Scrapping of #1, 000.00 Education Development Levy (EDL) in Public Secondary Schools.
  • Conduct of the following Examinations free of charge in the State.
    • Placement/Screening Examination into JSS One for 156,554 pupils in both Public and Private Primary Schools in the State.
    • Joint Examination for Primary Six Pupils in the State.
    • Basic Education Certificate Examination (BECE) for 61,569 Public JSS.
    • Competitive Examination into Oyo State Schools of Science. 4,025 candidates sat for the Examination.
  • Production of textbooks in thirteen subjects for free distribution into all Public Secondary Schools.
  • Production of two million, seven hundred and eighty-two thousand, eight-hundred and six (2,782,806) customized notebooks for free distribution into all Public Secondary Schools.
  • Completion of renovation of School Buildings by Education Trust Funds (ETF) ready for commissioning.
  • A block of three (3) Classrooms at Community Commercial High School, Ilora.
  • Two blocks of six (6) Classrooms each at Agugu High School, Ibadan.
  • A block of 2 Classrooms at Community High School Fiditi.
  • Office and School Hall at Community High School Fiditi.
  • Construction of four compartment toilets and sinking of deep well at Community Commercial High School, Ilora.
  • Construction of mini-sport field and sport pavilion at Lagelu Grammar School, Ibadan.
  • Construction of Drawing Studio at Government Technical College, Iseyin.
  • Universal Basic Education Commission (UBEC) Approval to commence execution of Better Education Service Delivery for All (BESDA) – a World bank supported programme in the State.
  • Payment of outstanding salaries and leave allowances.
  • Payment of counterpart fund to match that of UBEC for 2018 FGN/UBEC – OYO SUBEB Intervention Projects.
  • Free Training of School Leavers on various Vocations like Textile, Bead Making, Pastries, Block Making, Tie & Dye and Gele tying in the five (5) Technical Colleges.
  • Re-invigorating of the School Governing Board.
  • Resuscitating of the moribund State’s Scholarship Board.
  • Introduction of Extra-mural classes for SS3 students in preparation for WASSCE and NECO.
  • Introduction of Free Classes for indigent students.
  • Award of contract for production of 21,000 pairs of student’s furniture.
  • Conduct of 2018/2019 Annual School Census.
  • Award of Scholarship to 500 Law Students of Oyo State at #500,000.00 each.
  • Reducing the number of Out-of-School Children in the State.
  • Distribution of Free of Charge Report cards to Public Secondary School students across the State to the tune of N23,849,300.00.
  • N200 million naira was released for the Polytechnics, Ibadan for Accreditation of fifteen(15) Programmes.
  • Special release of N500m to LAUTECH for sustainability.
  • Sustenance of 100% subvention to all State – owned Tertiary Institutions.
  • French Documentation centre.
  • Completion of ICT Building, Block making, Brick laying Workshop and a block of four(4) Compartment Toilet at Government Technical College, Ogbomoso.
  • Completion of renovation work of two (2) blocks of Classrooms each and a block of Science Laboratory at Government Technical College, Saki.
  • Completion of renovation of a block of six(6) classrooms, a block of three (3) classrooms, a block of two (2) classrooms and four (4) compartment toilets at St. Joseph Grammar School, Awe.
  • Renovation of a block of six(6) classrooms at Ilora Community Commercial Secondary School, Ilora.

Achievement of the Ministry of Education, Science and Technology (Additional)

  • Higher Education: Increase from one and a half to three full-fledged Universities
  • Upgrading of Emmanuel Alayande College of Education to University of Education. This was done to afford Oyo State Indigenes and others, a qualitative University education and blockage of revenue leakage through affiliation of the College with Ekiti State University, Ado Ekiti.
  • Sole Ownership of LAUTECH was accomplished. In addition, the University was expanded to a multi-campus status starting with Faculty of Agriculture and Renewable Natural Resources, Iseyin Campus.
  • Innovation and Creativity:

The Ministry is renowned for creativity and innovation in expanding teaching and learning opportunity to all citizenry. Some of the iconic innovative strides taken in 2022 are as follows:

  • ICT in Education: Oyo State as a pacesetter developed and deployed additional learning solution named Leaning Management System on web and mobile applications. This solution enhances virtual learning, interactive learning, e-textbooks and  computer-based test. The application has over 1000 questions per subject for UTME-CBT practices for public Secondary Schools Students.
  • Competitive CBT Examination: The Ministry introduced and sustained Computer Based Test for candidates who sought admission into schools of science in the State. Plan is in progress to replicate this innovation into Basic Education Certificate Examination.
  • Brailing of Textbooks:to ensure inclusive education for special needs children, the Ministry for the first time produced brailed textbooks for visually impaired students of secondary schools in core subjects such as English Language, Mathematics, Biology, Agricultural Science, Economics etc. This innovation has widened the scope of subjects and thus the career of visually impaired students in the State.
  • Teacher Mentoring and Monitoring Programme:The Ministry carried out a need assessment survey on teachers to identify capacity gaps in teaching of basic principles and concepts of various subjects in basic and secondary schools. This survey revealed the need to update/upgrade pedagogical framework of teachers. Hence, a mentoring (coaching) programme was initiated whereby teachers were empowered in interactive sessions. The result of which has improved learning outcomes, teachers output and increased enrolment in 2022. shown in the next slide is the enrolment chart.
  • Functional/Entrepreneurial Education: In translating classroom experience to employment and wealth generation, the Ministry introduced production unit through Junior Engineers, Technicians and Scientists (JETS) in making various items of commercial value in secondary education using Schools of Science as model.   • Value Addition to the System
  • Provision of UTME App (Mobile & Web): The Ministry, deployed an offline mobile solution to promote learning on mobile device (android, IoS, windows) for self-examination in preparation for UTME in 649 public secondary schools, with over 495,824 students as beneficiaries.
  • Intervention Classes for SS3: In order to improve students’ performance in external examination as well as facilitate easy transition to tertiary institutions, the Ministry put in place intervention classes for SS3 students who are preparing for WASSCE and NECO SSCE. The intervention has enhanced learning outcomes and better performance of the candidates.
  • Increased Internally Generated Revenue: In consideration of dearth of fund, the Ministry strengthen her revenue drive by embracing scientific monitoring of private institutions and encouragement of unregistered schools. This effort yielded increase in the revenue of the Ministry gradually from 220 million in 2020 to 314 Million in 2022. The Ministry thereby deliberately requested for increase in her approved revenue budget for the year 2023.
  • Reduction in Number of Out of School Children (OOSC): Oyo State was identified as the State with the highest number of OOSC in the South West  by UNICEF.  However, the Ministry has enrolled 54,569 pupils/students using multi-dimension approach such as cancellation of school levies, engagement of various stakeholders, provision of free notebooks and text books, construction of more classrooms, provision of furniture and recruitment of teachers etc, to tackle the hydra-headed menace in synergy with the aspiration of Governor Seyi Makinde FNSE led administration.
  • Timely and uniform Resumption of Schools for 2022/2023 Academic Session: The Ministry for the first time in the past ten (10) years achieved the prompt release of results of Common Entrance/Placement Screening Test, Basic (Junior) Certificate Examination and Competitive Entrance Examination into Schools of Science thus eliminated the systemic inability to get all categories of students in Secondary Schools to resume early and at the same time. This feat was achieved in September, 2022 when the age long jinx was broken.
  • Curbing Violence in Schools: The Ministry in 2022 developed a strategy for nibbing violence and inter-school fight in the bud using native intelligence and engaging all stakeholders in regular dialogue. This initiative had reduced occurrence of disputes and clashes among students of various schools across the State.

Conclusion: As a result of the Iconic projects/programme actualised by dedicated members of Staff of the entire Ministry of Education, Science and Technology which is in line with the Roadmap for Accelerated Development of the present administration under the able leadership of His Excellency, Engineer Oluseyi Abiodun Makinde, FNSE, the Ministry was awarded the Best Ministry Award at the Year 2022 Productivity and Merit Award.

  • Intervention JAMB/UTME Classes across the Thirty Three (33) Local Government Areas of the State.

    • School on Air Lesson Videos on BCOS TV, Jagaban TV, Oluyole FM, Ajilete FM, Oke-Ogun FM and Splash FM.
    • Free 1000 practicing questions per subjects in primary and secondary education curriculum.
    • Free 500MB Internet Data by Airtel per Student for accessing www.oysgedu.ng – the Ministry platform for e-school, e-tests and e-learning.
    • School Management Portal for real-time online presence of all Public Secondary Schools records.
